Thales has secured a major contract from Mongolia’s National Civil Aviation Centre (NCAC) to modernise the country’s air traffic management infrastructure. The programme marks a significant step in strengthening Mongolia’s air navigation capabilities and operational resilience.
Under the contract, Thales will deploy a next-generation dual Area Control Center (ACC) architecture by upgrading the existing ACC in Ulaanbaatar and equipping a new centre in Sainshand with advanced air traffic control automation systems. The modernisation is expected to improve operational resilience, airspace capacity, cybersecurity and long-term sustainability through local skills development.
The programme also places a strong emphasis on capacity building. The National School of Civil Aviation (ENAC) will support the initiative by deploying instructors in Ulaanbaatar while providing advanced training for Mongolian aviation professionals in Toulouse, France. Dedicated cybersecurity services, training and advisory support will further strengthen the country’s resilience against evolving cyber threats targeting critical aviation infrastructure.
Supported by a financing solution established between Bpifrance and the Trade and Development Bank of Mongolia (TDBM), the project reinforces long-term cooperation between France and Mongolia while advancing a more resilient, secure and future-ready air navigation system.
